Question : Why do they have Reserve player medals?

Just a question,
I just found out for the first time after a month that there is such thing called
Reserve player Plate medals.

How do we become a reserve player?
Does that mean players who didnt play at all but sign up as a player on a team will get this?

It means people who signed up after the Cup started (they have to play some games to get those medals too)
